Fuel Pump Prime Troubleshooting '87 Z24

My 1987 Z24 fuel pump does not prime when turning on the ignition. I can crank on the starter for 10-15 seconds then the fuel pump comes on allowing the car to start. Can you guys provide me with some good troubleshooting tips, i.e. schematics, wires to check, etc. Thanks in advance...

I cleaned mine with sandpaper and the hole it goes in. I should be good with that, I have no leaks in the interior though. I could see the concern if someone did. _________________
