I'm pretty sure he means the second ring from the top. So no, 2nd is not the top. "1st" would the the "top" ring.

scott are you fileing your rings or is the machine shop?
use a ring filer its easier, you can use a file but u gotta make sure the ring is straight and file the rough edges
be patient

Second from top. Look at them closely and take some measurements. You will see what goes where.

ya im filing them myself. hopefully I can find a ring filer tomorrow

got the engine back
bottom view:
top view. in the back you can see the piston rings when I was filing them for boost.
heads resurfaced:
pistons on stock forged rods with arp bolts:
pistons installed:
top end assembled:
engine back in the car bolted down:
