I am trying to change my ignition for one that works better now I assumed I had to take the steering wheel off to do so..... and I did that ... now I am trying to take the lock plate I would call it that cause the steering wheel to lock... and I am wondering if I am doing this right ... and if yes how do I get that plate off.

To get the lock plate off, you need some special tools - a lock plate adapter and a lock plate compressor. Check with your parts store.

To get the lock cylinder out, you will need to drill the heads off the 2 shear bolts with a 1/4" bit, because the bolts are tightened until the head breaks off of the bolt shaft, which is how right you need to tighten those bolts when putting the new one in.
