Okay, this might sound kinda weird.

Has anyone experienced this?

If you put your foot down on the gas quickly, the pedal will sometimes stop WELL before the floor. The car does not have to be running for this to happen. Just go out to your car and start pumping the gas. I also had it happen to me in a '93 RS with the 3.1. Does ANYONE know what this is? I'm affraid it will cost me a race one day!

MOON-If you have had this happen, tell me how you fixed it (if you did).

So this happens you mash the pedal down quickly, but its fine if you depress it slowly?

The cable must be binding on something. Look under the hood while someone depresses the accelerator for you, and watch the wire that opens the throttle. See if it is rubbing on something, or binding. See what happens when the pedal is pressed slowly as opposed to quickly, when it binds up. See if you can manually open the throttlebody open the rest of the way when the pedal gets stuck.
