It's a police program in the public schools that teaches kids about drugs and how to avoid them and what to do in various circumstances.

It's done sometime in 5-6 grade. The departments that do the program usually have a tricked out car with the DARE paintwork on it. It's a functional police car but they usually make it out of a newer, nicer car so the kids see it and think it's cool. The DARE car in my hometown is a Dodge Talon. It's pretty sweet.

The DARE car when i was in school was a Chevy Caprice. (95-98). Another Police Dept has a 85 Mustang Convertible.
