Parking Light problems

I'm wonderin if anybody has encounted a problem with your park lights not coming on. Here's the senario I have working headlights, directionals, brakelights and reverse lights. But the problem is everytime i try to turn my parklights on my foglights don't come on nor do the rear or front park lights. I tested every fuse and they all have power except for the instrament panel fuse it seems like no power goin to the fuse so does anybody have a clue what it could be. there are no split or melted wires touching metal that i could see so im all out of options im tryin to figure it out before i send it to somebody that does electrical work just incase its something simple.
