Transmission shifting issue

Our 88 Auto just started taking a lot longer to shift from 1st to 2nd. It doesn't shift until like 3000-3500 rpm where as it used to be around 2000. It drives as it should after that. I was told that the governor could be bad. Is this a possibility?
